The queen has no real power?

the queen is said to have no real power. but before a law can be passed it needs to be sign by the queen, giving her vito power. From my understanding, the parliament can only assemble if the queen is in consent other than that an assembly cannot happen. Now going back to the iraq war and the queen. Understanding that you need the queen approval for almost everything (thats why the prime Minster has to meet with the queen so often) why did she not block the war? is it because parliament passed the idea to go to war with a majority? if so she had the people behind her, which i think is way more powerful. what was the situation that made the queen unable to block the war, so that the UK does not need to be in such a mess?(the prime minster mister not only represent the people but the queen in the government right?) "Mr. blair would you take the honor to form a government under my name" the question the queen ask before any prime mister takes the seat ( not sure if that is word for word)
